I'm a big fan of what I'd call "Court-room drama" (Primal Fear and Rules of Engagement) and "Heist" (Heat and Reservior Dogs) movies. These are fairly popular in American movie theaters, but I don't think I've seen any anime like this. Most American movie styles are well represented in Anime like Romantic Comedy, Horror and Sci-fi, but these are probably popular everywhere in the world - their themes are universal. I know that there's less crime in Japan, and I'm sure their court/judicial systems are different, but do these concepts just not exist there? Or, are these type of shows just not popular?

I'm not an expert on the Japanese but I think I can help answer your question.
The Japanese enjoy their Court-room drama's and Heist movies, but mainly all the heist movies *which are good* come from Hollywood.
I think the Japanese like movie with a deep message *Spirited Away* and horror movies over all else.
I'm probably wrong but it's the most I know for now. If I am wrong, somone please correct me so I can get my facts straight. Thanks.

I like the police dramas like CSI, Law & Order, and N.Y.P.D Blue. GitS: SAC is the only thing I've seen that's close to it so far (though a lot more high-tech), and I like Gungrave for the whole mafia theme (haven't seen The Sopranos yet).
Someone told me Bebop has syndicate elements, but I don't think the series did a good job of exposing it enough.
I've only seen the first volume of Gungrave, so for those of you who don't like it, please don't butcher me for enjoying it .
Haven't seen any actual anime that qualify as "court-room drama" or "heist" yet...

Well, there's Lupin III for all your heist needs, and Patlabor has some police action elements (though still with giant robots). Haven't seen GITS:SAC yet, but that sounds like it might be close to what you want, too.
I'm sure that Japan has their own version of NYPD Blue or Law and Order, but it's probably live-action instead of anime.

There seems to be a few good mystery anime. I believe that either Master Keaton or Kaze no Yojimbo are good examples of this, or perhaps Case Closed or Spiral would be more popular examples, but no courtrooms.

There was court room episode on the last episode of Those Who Hunt Elves but its a comedy. ^^

I think it's because the Japanese courtroom system isn't as interesting as American courtrooms. There's no jury system, so no passionate speeches to convince them.

theres the adv title Ad Police thats spose to be like an animated version of NYPD Blue not that interesting to me though or you could Try Lupin III thats like the best hesit anime Its really good even though its from the 70's

Capcom should create an anime show of Gyakuten Saiban based upon the video game. There would be a detective/court room drama anime.

If you want to pursue it thru Imported stuff, Kindaichi Case Files was also turned into several Live-Action and Anime.
Also, you got You're Under Arrest (AnimEigo has the TV and ADV Fims has the OVA and the Movie, plus you could import the Live-Action Version).
