You know,it wouldn't surprise me if someday,an American fast food company like McDonald's or Hardee's decided to do something like this. Have the English language version of Frieza take your french fry order or something like that. Although,I have the hard time seeing the appeal of something like that. Most likely,it would scare their customers away real fast.

Perhaps Frieza decided to go into temporary retirement to earn the title "Best Sushi Chef"?
Hopefully his sushi tastes much better than his personality.

Well, Frieza DOES have a profound fear of Beerus as he knows Beerus is way stronger than him. But at the same time, Beerus also loves the cuisine of Earth. Perhaps Frieza is finding a way to gain favor with Beerus by associating himself with Earth food?

Ryusei Nakao is also the voice of Caesar Clown in One Piece. If I recall correctly, he is also the Japanese dub actor for Jerry Seinfeld. (In dubbing western media, especially live action, Japanese voice actors are typically assigned to a specific actor.)

Well, voice actors do want to make money so they can pay their bills, their rent, and other things. If they're compensated for their time, then why not?

Closest thing I can think of currently is Steve Blum (best known as Spike in Cowboy Bebop and Tom of Toonami) narrating commercials for 7-Eleven. I think as far as voice clips for appliances, however, they tend to pick non-professionals, as they'd be much cheaper and, as long as the person can annunciate well, that's all they need. Without showing off that something is voiced by someone famous, there's no point in spending lots more money for it.

(Of course, if the role requires actually ACTING, then they'll bring in a professional voice actor. Coming to mind is John DiMaggio, whom you may have heard as Bender in Futurama, Dr. Drakken in Kim Possible, and the Scotsman in Samurai Jack, narrating the Booking.com commercials.)
