Can you clarify? Does this mean that there publish manga has been on hiatus for 2 years or just this free manga chapters?

I owed all the releases but haven't read them because the anime is on-going. Thanks

I'm sorry but I don't understand what's unclear to you about it so this might just be restating what the article already said. One PunchMan's original manga drawn by ONE got a new chapter. You know the one with the Mediocre art by the original creator(ONE) got a new chapter.
