Going through the various pages for manga published by Fanfare in the encyclopedia I've noticed there doesn't seem to be much consistancy in the English company entries. We have the following combinations:

"Licensed by: Ponent Mon" & "Publisher: Fanfare"
Blue

"Licensed by: Ponent Mon" & "Co-Publisher: Fanfare"
Doing Time
The Times Of Botchan

"Licensed by: Ponent Mon" (with no mention of Fanfare)
Japan As Viewed By 17 Creators
Mariko Parade
Monokuro Kinderbook
The Quest For The Missing Girl
The Summit Of The Gods
The Walking Man
Yukiko's Spinach

"Licensed by: Fanfare" (with no mention of Ponent Mon)
The Ice Wanderer

No English language company info given at all
A Patch Of Dreams
Disappearance Diary

All of the titles above were released under the same partnership between Fanfare and Ponent Mon so the variation seems a bit unwarranted. My understanding is that of all those various combinations only the first (the one used for Blue) is correct.

Does anybody have any reason to think one of the other combinations (or an entirely different one) makes more sense?

The problem might be the person adding the information did not have a good source to add Fanfare and Ponent Mon together.

So what is the relationship between those two companies? After a little bit of research it seems like Ponent Mon publishes books in Spanish and French, and Fanfare publishes some of Ponent Mon's catalogue in English? Is that correct?

Mostly correct. Ponent Mon licenses and publishes graphic novels (mostly Japanese and French stuff) in Spanish - I've never heard of them releasing anything in French. They also print posters (mostly manga and anime related) under the name 1000 Editions.
If a title they license for Spain has not already been licensed in English, they generally also get the English language rights and those works are released in the UK and North America through Fanfare whilst titles in Ponent Mon's catalogue that have already been licensed in the US (e.g. Sexy Voice And Robo) are released in Spanish only.

This is covered in this ANN article.

Ponent Mon retains the copyright on all of Fanfare's releases with Fanfare being credited as having "edited" (translated and adapted) the English language release and Fanfare are also responsible for distribution in the UK (directly) and the in the US/Canada (via Atlas Books Distribution and Diamond Comics Distributors).

Given that Fanfare has never released anything independently of Ponent Mon I can see how that could happen. They are technically two distinct companies though.
