On KTEH, we currently have APC Cat Girl Nuku-Nuku at 12:00AM and Fantastic Planet at 12:30AM (not sure if it's an anime...) late night Saturday/early morning Sunday. Changed days on me...I thought it was gone. |

Don't confuse "public television" (fully or partially taxpayer funded, not-for-profit television, i.e. PBS in the States and their local affiliates, CBC in Canada (sort-of), TVO in Ontario, BBC in Britain, NHK in Japan) with "public access"/"cable access", which are channel positions provided by local cable companies for anyone that wants them and can pay to produce their own television shows. Wayne's World (and Goth Talk) were spoofs of true "public access" shows, and Tom Green started off on public access on Rogers' Cable in Ottawa before he made it onto the Comedy Network and then MTV.
Honestly, I'm not sure about the legality of showing anime on "public access" compared to showing it on PBS affiliates, where they did get permission from whomever controls the broadcast rights to each show in North America. I guess it's one of those things that, for unlicensed anime, is so petty that the Japanese licensors don't bother chasing down the public access channels that air the stuff without permission. |

well in my case this is public acess as in If i wanted to I could put a show on Acess Tucson. and its not fansubs thats for sure I think its a case of its so local and minor not worth cracking down on. Granted Media Blasters is pretty easy going on non profit screenings of there stuff.
