If I'm reading the article correctly, we'll be getting one EX episode per Blu-ray, with two on the final volume. That's 13 ep Refrain + 9 ep EX = 22 episodes total? That sounds reasonable. Kind of frustrating that nearly half the show will be blu-ray only, but the production committee needs to make their money somehow.

That is correct.

Hopefully Sentai will license both. I'm waiting until the entire set of Little Busters anime is completed to start watching it.

8 episodes total for EX
