Perhaps West Japan Railway Company (JR West) rather than "Japan Railways" is the company issuing the travel pass?

Yes. Thank you for pointing this out, although JR West is part of the Japan Railways Group.

The Kishigawa Line has also been mentioned in ANN for its cat stationmaster, Ni-tama.
