Yes, that's Masahiro Chono. He's been a fan of the show and is the official ambassador for the GuP franchise. He's even in some of the promotion ads for the series in Japan.

Oh! Thank you. That is a massive surprise, Having only seen him in Gaki no Tsukai, it's hard to imagine him saying he loves GuP
