Heh basically from what i can tell. YouTube does have the option for anyone to add subtitles to a video though if the uploader allows it. This how youtubers like Kizuna Ai and some others have captions available in multiple languages

It should be pointed out that you can also watch Kamen Rider subbed now on Tubi TV and the Shout Factory site if you want a more "permanent" site to watch it from than just checking Pluto TV at random times in the day.
