They're the same magazine. Razz Taiyoh Tosho relaunched HertZ as ihr HertZ in May 2012, per their official B's-Garden website: http://old.bs-garden.com/popup.php?info_id=00000094

Twittering Birds Never Fly began serialization a year earlier in August 2011 when the magazine was still named HertZ, per Kou Yoneda's old blog: https://web.archive.org/web/20201004105645/http://dororororo.blog92.fc2.com/blog-entry-219.html
