I dunno, HDN1 was really tame compared to something like Deaths End Re;Quest.
That game start with only the most *TASTEFUL* of panty shots… on a headless corpse.
… later games I could see being an issue.

All of the major platforms - XBox, PlayStation, Nintendo, Steam - do this. They let much more problematic stuff that, while often well known to gaming enthusiasts aren't well known generally, get approved all the time. But the big selling franchises that have been going on for ages, and as a result have gotten a lot more negative publicity over the decades they make a grand show of rejecting.
Similar to how in anime the big hits like MHA, Fairy Tail, One Piece and Shield Hero get criticized online for female character designs and depictions while the far more objectionable stuff gets no criticism at all because the critics don't know that it exists.

NIntendo has slid backwards into being very stingy and puritan again when it comes to anime boobies these past few years both in Japan and in America. They've bene refusing to allow certain games on their system based on how much sexiness is in them and those that are allowed are censored to comply to their regulations compared to other versions. Hundred Line: Last Defense Academy is one I know that is censored on Switch but uncensored on Steam.
Surprisingly Sony seems to be getting better.. allowing this.. Stellar Blade initially being a PS exclusive. Far from perfect but they seem to be working on being better.

If that was the case, those fanservice-filled games already on the Switch would have been taken off the eShop by now. But they're still there, and also playable on the Switch 2. Plus, when Fairy Tail 2 came out, all the DLC (including the swimsuits) came without issue. I'd say these so-called "regulations" were just temporary, or just applied to certain extreme occurrences like Hundred Line where consoles censored a cutscene with a nude woman covered in fruit and whipped cream (not a comfortable sight for any console, even before these "policies" ever existed).
Plus, Asian versions with English translations have been/are being brought to the Switch without issue, including some Neptunia games. And for the record, the Neptunia games that didn't reach the Switch in North America-- That was entirely on Nintendo of America, not Nintendo of Japan.
