Now does Keitaro really make his Tokyo U promise to spoiler[ Naru or is it someone else?]

In case you did see and didn't understand the manga has it such that spoiler[there are several promises, one between Keitaro and Naru, Naru and Mutsumi, and finally they all got the idea from Haruka and Seta.]

Well, I'm halfway through love hina again and they tell you straight forward that he made his promis to spoiler[his sister.]

Your best bet is really to read the manga honestly. Even after I watched the anime, I always felt it to be somewhat ambiguous. But if you want the answer:

Wait I thougt that spoiler[he made the promise to Mutsumi first, and then to Naru, and then Mutsumi made a promise to Naru.] Of course I gave up on the anime after the first few episodes and stuck with the manga

Wait... you gave up on the anime and stuck with the anime?
And no, I think the anime attempts to refer to it, but that's why I gave you the basic manga answer. There is even more to it at the end of it all, but I didn't want to go more into it in greater detail because it's been awhile since I finished reading the whole thing and I'm a little fuzzy on that.
