what exactly does it mean when an anime (or manga) is "liscensed"? when its not liscensed, is it created, but nobody's making money off of it, or something?

The term "Licensed', in English-speaking Anime fandom, is when a series, movie, or other piece of Animation is aquired by an Australia/American/whatever company for Translation, production, and distribution of said Anime in English, in whichever format they see fit (or the licensor sees fit). The Anime, when it's in Japan and is unlicensed, still generates profits from the Japanese fanbase, however licensing a show to foreign companies often increases licensors profit, funding... well, something.

Personally I have a problem with how the Japanese have like no input once they let go of their babies and I blame them. Maybe if you put an advisor who can help hire American VA's, assist in dialogue translation I wouuldn't have to hear all these people complain how X person's voice doesn't sound EXACTLY LIKE the original VA. Nope, I still would. Wink Lord

More often than not, the Japanese do exercise quite a bit of influence over the western adaptation of titles. However, the degree in which they are involved can vary (Sunrise and Production I.G keep/kept a very close eye on the English adaptations of Gundam and Love Hina. Production IG basically oprdered a dub with southerner accents, and Sunrise continue to translate Gundam themselves, for better or worse).

As for people complaining... you can't help that.
