They did. I doubt these people are imagining it to be in widescreen format. I have watched Samurai Champloo, and Ghost in the Shell on Adult Swim before and it's in widescreen format.

I'm a little confused by what you are saying. However, the term Letterbox has fallen out of favor with many video-philes. The preferred term now is Widescreen, so the two mean basically the same thing. Fullscreen is when the picture fills a 4:3 ratio screen. So, GITS: SAC, Paranoia Agent, and Samurai Champloo have all been shown in widescreen format.
Cowboy Bebop: The Movie was shown in Fullscreen when it SHOULD have been shown in Widescreen.
