You know, a simple citation to appear in court that wouldn't involve handcuffs or a jail cell would get the point across. Not that you're reading this English-language post on a foreign website, Japanese authorities, but I read an article and have a strong opinion about it, so there.

The Japanese criminal justice system is so screwed up that an arrest or indictment is basically the same thing as a conviction. The authorities were just trying to save time by incarcerating the poor guy early. |

Unless that really ramp up the arrests, that is doubtful. If you counted up the total number of arrests since it became a criminal offense there, I doubt they would fill your average county jail. I also have to wonder if the people that are arrested spend any (significant) time in jail. |

As mentioned before, they go after another unemployed.
Japan police literally has nothing much else to do. They have a lot more police officers for a lot less crimes per capita. They can afford to use 190,000 officers in one case or 4,000 officers to hunt a rape suspect. |

That it's almost exclusively unemployed people they go after is very telling. They're selective, as if employed people cannot also download/upload.
