So is this an improved version of the exclusive PC port that China got years ago?

Y's 7 is really good. If you've played Memories of Celceta, then you're familiar with the system it uses. It's a bit worse than that game (mainly because Aisha makes bosses a lot easier than they normally are), but it's still great.

I personally prefer Oath of Felghana's style of gameplay, but it's a matter of personal taste.

Yes. 60 fps, upscale graphics, retouched localization and no DRM thingie. (Except the Steam version.)

They've actually said that this isn't the Chinese port, they're making their own port from the ground up.

*fingers crossed that they're testing the waters for PC ports of certain other PSP games*
