Interesting to note that they specifically said there were no lans to release DQX overseas, but made no similar statement for DQX Offline. So, presumably, no decision has yet been made--so there's hope!

Now to figure out if this game is just meant to be an adaptation of DQX 1.0, or the whole game.

This particular game appears to be just Version 1, as it has the Mezameshi Itsutsu no Shuzoku subtitle, which is specific for V1.

Plus, with the announcement of V6, the full story will still be ongoing when this comes out.

Very nice means the states shall getting it soon. i'm really hoping they atleast give it 4 player co-op so that we don't need to forced to use npc in our party through out the whole game.
