I heard that the Neon Genesis Evangelion manga is still currently being published in Japan with new chapters?
If this is true; has anyone been keeping up with the latest chapters? And does the manga differentiate from the anime?

The manga is more of an adaption of the anime, which is somewhat rare but does happen. Another series this has happened to would be the Tsukihime series. The series started syndication around the time the anime series started, and has still been going on. Currently there are at least 12 volumes released so far. I've read up to the 8th volume, but unfortunately I've never seen the anime, so I can't tell you what's different.

Apparently the Japanese version is VVVVEEEERRRRYYYYY slow getting out. I kinda gave up when they kept delaying volumes, but I think they said they want to quit around 13 or so; if there's 12 volumes already, that may mean the series is almost FINALLY at an end.
Apparently that Angelic Days is a much more lighthearted spinoff, so if you want something a bit more comical (think FMP Fumoffu; more funny, less robots), you could look into that.

English vol. 11 came out a while ago. It pretty much corresponds with anime ep. 24, so only the endgame remains. Seems that the manga is taking the EoE route.
As for Angelic Days, it's basically Eva minus everything that was good about the series. Avoid.

I like how the story is far easies to follow in the manga, and am willing to excuse some liberties here and there (Shinji killing Toji? Asuka meeting Kaworu? Not a very big deal fore, honestly). That said, it does take a hell of a long time to get published and I can say I haven't seen old volumes in any bookstores recently. I did catch up with Vol. 11, but that was it.

Yes, Angelic Days is more than just bad, it's a whole new level of awful.
From what I understand, the manga is suppose to go into more detail about the pilots throughout the series. But I can't say this from first hand knowledge.
