Does Ura Sunday require a subscription or is it free? Looking at the official site, it doesn't look like there are any comics actually available on Ura Sunday, but there was a link for Club Sunday which did have online contents that were free to read.

After the anime's terrible gecko ending, it's possible that the series' popularity has dropped. But I think it's more likely that 2 weeklies turned out to be more than the author could handle, so the spin-off was moved to the website, where missed deadlines or even a bi-weekly schedule won't be a problem.

I think the biggest problem is that the manga is dominating two chapters of precious print space. It's unfair to have one author with two serializations in the same magazine every single week. They probably wanted more variety, since EVERYONE isn't a Magi fan (THANK GOD).
