It's not animation, in the same way that marionettes and sock puppets are not animation. "Animation" is the act of getting still frames to simulate movement. Cartoons, CGI, and stop-motion ("claymation," et al) are all animation because they do just this. The use of puppets, marionettes, and mannequins as in Meet the Fuccons' case is simply shooting human-controlled props in live-action/real time. So no, technically Meet the Fuccons is not anime.
ADV does occasionally distribute non-anime titles. The 1990s Gamera trilogy, Farscape, and Destroy All Monsters include a few such products.

ADV also put Gene Roddenberry's Andromeda and and Mutant X out on DVD.
Actually, are there really that many Anime distirbution companies in the U.S. that exclusivly put out Anime? I can't think of any live action that Bandai or Geneon puts out but Funimation also has some live action shows its distrubutes.

Geneon has a rather large collection of LA titles, although they are almost all movies (of low quality it appears). Bandai has a few LA titles out, pretty much just Oshii 's LA works. Then again, the focus of Bandai worldwide is animation and the associated marketing of merchandise, mainly toys.

Well it's on the Anime Network. Then again, Toon Disney airs Power Rangers and Cartoon Network airs live action movies.

I think this may have more to do with the fact that it's ADV pitching an ADV product on an ADV-owned channel than with it actually being anime. I'm honestly surprised something like Gamera hasn't put in an appearance on there yet.
