I think I may have asked this question before or something similar to it, but I've been thinking. Wouldn't anime cut scenes from video games (ex. the Tales series, Chrono Trigger) technically classify as anime? They're animated and from Japan, which is what is needed to be anime. So can these be added to the encyclopedia?

Technically, you're probably right. but they would seem to be below the limit, since they're not stand-alone works. They can't exist on their own without the games.
If we start adding them as individual items in the Encyclopedia, we'd have to add animated commercials, trailers/promos, and the animated TV eyecatches for shows that aren't anime. We're obviously not going to do that.
Which is not to say that it isn't an interesting subject -- and if a big-name anime director makes an animated commercial or creates cut scenes for a game, it is certainly something that would deserve to be mentioned somewhere in the Encyclopedia -- for instance, on that director's list of non-anime credits.
