So was this originally described as going to be a "short intensive" manga? Or are they just describing it that way in hindsight after it was very quickly canned?

That's how they described it back in the original announcement, so it was planned to be short from the beginning.

Oh, that worried me! I thought the one in Ribon was cancelled, phew!
Interesting that this one was meant to be so short though. I'm wondering how long the Ribon one will go and well it's doing with the audience. (I'm really enjoying it!)
