I want this artbook. Glad every poll winner was included after all.
Does anyone know if this artbook will include design sheets, like outfits/weapons, etc.? Those are my weakness.

This is an artbook of illustrations and drawings by the original illustrator, abec. There will be some character drafts for characters from the anime/designs to be used, but that won't be the focus of this book. There were two books that contained what you want, but they are out of print.

Considering how Progressive is going, he might move up to a more important role a lot sooner.

I'm a bit behind on the series, but Kibaou's moderately relevant in SAO: Progressive.
He's essentially guaranteed to never be relevant again in the main series though. Between the first couple volumes, and the DVD extras, his fate is more or less sealed.
