Wow... It's finally coming out. After 3 years since its announce. Hope it's still relevant enough to make a splash. Kancolle stills sells well, but it's not showing up as much as it used to...

It does not help that Kantai Collection is meant to be Japan-exclusive.

As far as a gaming experience is concerned, it is better a game come out as "complete" in place of say a game full of noticeable bugs and what not.

Well last major update we just got 4 new Kanmusu, a new enemy type (Those PT Imps are the most evil thing...) and a new variant mission. The game itself is getting fresh new content every couple of months. Frankly a physical copy would need to have new content patched in quite frequently. Frankly if they delayed this handheld version until Kancolle itself was 'finished' we'd have to wait even longer to get it.
Also the Developers stated they have no problem with foreigners playing the game. It is the publisher that doesn't want any of that.
