Why 22 episodes instead of 26 episodes?

3 possible reasons:

1. They have new plans to extend series with fillers(like the 2nd half of the first one). Tends to happen to a lot of popular anime series nowadays.

2. Madhouse will take a break and wait for manga to have enough material to adapt into anime.

3. Not enough views on anime so they've trimmed it down (highly unlikely though).

They do seem to be hinting that they'll doing some anime original storylines already like referencing Meiling and the events of the anime only Sealed Card movie directly in the show. But I think it will be a combination of the first two and that we'll probably get original filler-in stories but this will also probably be a two cour show and then take a break to allow the manga enough time to develop.

22 would be disappointing. But I don't know what's ahead beyond reading the first 13 chapters of Clear Card manga so..

Very. I don't remember where I read it, but I do have evidence of myself on January 4th telling other people that it was already confirmed for 22 episodes. ANN slow again

I remember reading it here (so seems to have been listed by NHK as 22 since at least mid-December).
