That's putting it lightly! That pretty much IS Dress Up Darling, right down to the girl's character design. Dorky boy using his crafting skills to help his popular female classmate with her new hobby? That's straight up plagiarism. Legit, the girl looks EXACTLY like Marin. |

It's from the same publisher as MDD so they definitely knew what they were doing and must have given it their approval (encouragement?). I'd expect there's no actual plagiarism directly tracing art or lifting panels, but it absolutely looks like a very intentional "homage"/buy-This-because-it-looks-exactly-like-That.
