I think one of their big roadblocks will be payment processors and CC companies. Especially as of late these companies should not be able to control content in any form. Not sure who or how you regulate that on the global level.

On one hand, we specifically looked through the action plan for this issue before posting this article, and we couldn't find any mention of it. On the other hand. Ken Akamatsu and fellow legislator Taro Yamada have already been working directly on this issue for the past year.
