QB thought if he could trap people, he could get someone to make a contract and wish for the elevator to work...
(In all seriousness though that would be horrifying. Not just being stuck in a lift but in one that's high above the city)

Regarding, "...and around 1,200 stranded above on the observation decks for almost three hours", there were emergency stairs, so I assume they were simply instructed to stay put.
Looking into this elsewhere, there are 4 elevators. 2 actually stopped, but only 1 was occupied. The other two elevators were shut down for safety inspections.
The stalling occurred at around 8:15 pm and the other two elevators were shut down until around 9:35 pm (an hour and 20 minutes later). All visitors were then returned to the ground by 11 pm, which is where the "almost three hours" no doubt comes from (but technically incorrect, as the two other elevators were moving again in less than half that time).
Of interest, it was noted, "Each elevator is equipped with emergency supplies, including drinking water, portable toilets, blankets and flashlights".

At 30 meters, it wasn’t all that high considering that the lower of the two observation decks is at 350 meters. Plus, that elevator doesn’t have any views of the outside.

Now in all seriousness, this must've been scary. The one time I got stuck in an elevator almost gave me a panic attack. Glad it ended well.

I have a fear of heights (and watched Another) so even going a few metres up is enough for me lol
But at least if it doesn't have views of outside it wouldn't be so bad... Unless you're claustrophobic of course.

Thankfully, I have neither and fully enjoy visiting places like Tokyo Skytree. The elevators in question have a maximum capacity of 40 people, and I know from being on them myself that they’re pretty large, but I don’t know if that would keep someone’s claustrophobia from kicking in.
