All the characters of Netrun-mon are, in one form or another, popular memes of Japanese internet culture, especially as it is mediated in the pages of "Netrunner" (ネットランナー) magazine. The magazine itself is clearly visible on the desks of the slumbering programmers, in the opening sequence.
The character briefly visible seated on a toilet is Habanero-tan, an animated habanero pepper. She is the central character of a highly popular 4-koma webcomic in Japan.
Chiyu's hair ornaments are mah jongg tiles, specifically the Red and Green Dragon tiles.
The character Hiroyuki is a reference to Nishimura Hiroyuki, administrator of the popular Japanese image board 2channel. He is accompanied by Mona, a cat character created from ASCII art, one of the more popular memes from 2ch.
