Technically it's a streetcar or tram service (light rail), not a heavy rail service like the Enoden in Kamakura (which has a section of street operation): http://www.city.sapporo.jp/city/english/news/news201512_3e.html

Drawing "tram" / "heavy railway" distinctions in japan is tricky, because most of the private railways were originally built using US-style interurban technology, essentially heavy high-speed streetcar/tram vehicles largely -- but not entirely -- in private alignments.

That's why so many of them are called dentetsu, see: in distinction from the steam-locomotive lines of the national railways. But with the upgrades to the private lines to enable longer, heavier trains and the electification of main-line rail the two classes essentially merged, and 電車 which previously applied only to the light-weight lines extended to everything, eclipsing 列車.

But yes, Sapporo is in english what we'd call a tramway.
