Ok my bad every 1. was asking this question when i was re watching cowboy bebop. hahaha got my answer at the end of the episode, i stupid. u can delete this if u want.

I wasn't aware you could lip read a animation, but I guess it's possible. Anyway, if she said I love you it wouldn't suprise me.

It would be pretty tough to lip read because' isn't the animation made to fit Japanese language?

Well I guess it wont suprise anyone that most "talking animation" is simply mouth opened, moth closed and so on (with a few exceptions). But only during some key moments they actually animate the lips so that a skilled person could read from them.
