I think a better intro comment would be, "When is this coming to my local (art) theater?"
I wouldn't be surprised if GKids or one of the other companies known for licensing foreign animated features announces they picked up an option for this film.
At the very least, it will probably be screened at several film festivals and/or one of the larger anime cons.
I think it'll be in North American theaters by first quarter next year.
It's a beautiful looking film... Still have no idea what it's about other than penguins (which happen to amuse me!) BUT I suppose more plot will be leaked at we get closer to an official licensing announcement.

penguin highway looks weird, amazingly weird. After seeing safe movie after safe movie like that "not Ghibli, not witch" movie, I need a movie where a young boy develops a crush on a woman who can turn objects into penguins. Impossibility on top of impossibility...
There's some sort of metaphor in there but I can't quite put my finger on it.

Since Masaaki Yuasa directed the anime of the original author's previous two works (Tatami and Night Is Short...), I wonder why he is not involved with this one. Was it not strange enough? Then again, P.A. Works did The Eccentric Family without him as well, and Masayuki Yoshihara is an awesome director too. Morimi seems to be a very prolific author, and probably a little eccentric himself.
