Non-credit, or "clean" as some DVDs call them. It means the opening or ending is played with just the animation and music, minus all the text and credits of staff, companies, etc.

It could also stand for Nice Chihuahua's opinions prefered

Just kidding, Tony explained it very well. In fact I've never heard of NCOP or NCEP until today.
