How do you get those special anime pictures to come up beside your message?

Go to the right toolbar and hit "Profile".

At the bottom, it says Avatar Settings and has a box where you can enter where on your computer you can upload a picture (or, you can also choose an online picture if you have a URL).

The rules state that you need to have a maximum 80 x 80 picture that is no more than 6KB in space.
