OAV vs. Extra Episodes (Baccano! and Wolf's Rain)

I remember reading on here before that the final three episodes of Baccano! did not count as an OAV, despite originally being released on DVD. The reason given was that the DVD episodes were just the final three episodes of the television series, and thus not an OAV.

However, what about Wolf's Rain? Wolf's Rain has an OAV entry for its final four episodes despite them just being the final four episodes of the series. You can even see on Wolf's Rain's OAV page that it lists the episodes as 27-30 rather than 1-4. Seen here:

One seems to contradict the other. Which way is the correct way?

EDIT: Another example is Spice and Wolf. It has an extra episode exclusive to DVD, but there is not an OAV entry for that episode (episode 7). If consistency is desired, it would probably be better to merge the two Wolf's Rain entries (my opinion).

There are tons of these sorts of OAVs/unaired episodes in the submission queue. I always wonder if the reason things get added from the queue so slowly is because there are so many of these entries where it is unclear if they should be added. Some of them I think really need Dan42 to make a final decision on, as there is just no agreement among people voting for/against them (e.g. Ai yori Aoshi ~Enishi~ Miyuki).

In my opinion, I think anything that is initially sold separately from the TV series should be given its own entry, and anything that is initially sold with the TV series should not. In a case where the TV series is on say 6 DVDs, and then there are DVDs labeled 7 and 8 with extra episodes, I would still consider those part of the TV series.

So to take Spice and Wolf for example, the episode called episode 7 of the first season was initially available as part of the DVD release of the TV series, so I would say it shouldn't get its own entry. However, the episode that is considered episode 0 of the second season was initially available bundled with a picture book a few months before the second season aired, so I think it should be removed from the second season episode list and given its own entry (and I've voted in support of the submission entry for it).

Regardless of what criteria is used to decide if these are added or not, it would be really useful if there was a set criteria. That would allow people to know whether to support or oppose these in the submission queue, and would allow staff members to start adding them or rejecting the submissions rather than just having them sit in the queue forever.
