It comes with the turret. The Tank is actually a plamo kit (which is available both as a legit Panzer IV kit, and a special Garupan branded version). You take the regular turret off the tank and replace it with the one that comes with the Nendo.

Here's a Good Smile link for the Miho Nishizumi Nendoroid, plus a Platz link that I think is for the tank she's riding (sold separately). The Good Smile page says:
