Maybe I've missed something here, but the visual design for this characters appears to be directly copying the four main girls of A Certain Scientific Railgun?

Rico Kurahashi = Mikoto Misaka
Natsuo Maki = Ruiko Saten
Suzune "Suzu" Tanahashi = Kazari Uiharu
Yuiko "Eno" Enomoto = Kuroko Shirai

Is it supposed to be a parody/spoof?

Not sure if troll or joke, but no. It's not a parody/spoof of Railgun.

I won't ever realize the similarity if you don't point it out, so it's not all that obvious anyway.
