When is the police gonna go there and arrest them and press criminal charges for copyright infringement?

Copyright holders can only press charges if the owner is making money off their copyrighted material. Showing off fan art (as seen on the shop's twitter page) isn't illegal. The description says he's selling "anime-inspired" beverages meaning he found a legal loop hole. As long as the shop doesn't sell any unlicensed merchandise such as mugs and shirts the shop is in the clear.
