Even if the fireworks were sold before July, there's no way U.S. foreigners will ever be able to import them due to them being illegal when they're in the hands of anyone that isn't a certified fireworks specialist, as far as I know.
Oh, well...Here's to having a happy Fourth of July night!

Each state,as well as Native American reservations in some of the states, has it's own laws regarding who can purchase/fire off different types of fireworks (fairly certain that most years these would be fine on the Oknogan reservation in WA stat, for example), but I'm pretty sure it would still be illegal to import these without some kind of special (and expensive) license/permit.
