I'm a console gamer only, so please forgive my ignorance. Are you able to buy arcade sticks for the PC? Not sure how fun a shmup is with WASD and mouse.

Probably, I'm sure there are USB arcade stick accessories out there. Plus wired XBox360 controllers are also compatible with Windows PCs.
Also, Cave shmups wouldn't use keyboard+mouse. They's probably use the same keyboard control style used in a lot of Japanese computer games (such as Touhou, to name something in the same genre) and use Shift+Z+X+... and the arrow keys.
