After reading the article and the link to the Hentai Kamen manga I think that I finally understand why Tomoki was wearing panties on his head (he looked just like the image in the encyclopedia article), and seemed to be stronger, in an episode of Heaven's Lost Property Forte.

Even so, his private part is reportedly exposed, which isn't that different from not putting your clothes on because that's one of the purpose of clothing, to cover yourself and especially to put disclosure on a particular section. Nobody wanna see that. Anyway, the original intention of my previous post is simply to show that Japan isn't the only country that has exclusive perverts on their backyard.

If this happened in the USA, the way some of our laws are written might have this guy registering as a sex offender. If I was a prosecutor, I would merely charge him with indecent exposure.

I think this guy's a real weirdo. He's like one of those guys from the old "Night Court" series. I don't know if there is a Japanese version of this series but if there was,this guy would fit in all right there. I also hope they catch this dimwit. I kinda long for the days when people like this wore trenchcoats to try to make themselves a little bit inconspicuous. I think this guy's got a few bricks short of a load,know what I mean?
