Storm 1 is the only storm game I don't own as I don't have a PS3. Will be picking up though.

As for the new Naruto-to-Boruto game, it seems it's not being developed by CC2. It has more of a manga style going for it and it's brawler like the Naruto: CONR games so my guess would be Chunsoft or Spike.

Chunsoft and Spike merged years ago.
