The state and municipal governments of Delhi, Uttar Pradesh, Himachal Pradesh, Jammu and Kashmir, Haryana, Punjab, Gujarat, Manipur, Bihar, Goa, Chhattisgarh, Uttarakhand, Chandigarh, West Bengal, Karnataka, and Puducherry permitted cinema halls and multiplexes to reopen on Wednesday. States such as Maharashtra, Rajasthan, and Odisha have directed all public recreational establishments to remain closed until October 31.

Cinema halls that resume operations have been directed to accommodate only 50% of their audience capacity. Establishments are also required to adhere to other safety guidelines put down by the central and state governments such as separated seating and temperature checks.

Health Minister Harsh Vardhan made a statement on Wednesday:

The next two and a half months are going to be very crucial for us in our fight against corona because of the winter season and the festival season, It becomes responsibility of every citizen to not let our guard down and follow COVID-19 appropriate behavior to curb spread of the infection.
