Need Help finding a Particular Movie

I saw an anime on the Sci Fi channel once, but I can't figure out the name of it. If anybody can help please let me know

Information about the anime:
- There were artistic backgrounds with the cartoons over them
- there were faries and goblins
- the goblins were out to destroy the fairies
- at one point the head goblin was giving a speach and it had Nazi footage playing in the background
- I think but am not sure, that it was American
