The hair and colour scheme give me the immediate thought that it is spoiler[from Black☆Rock Shooter TV, when the two halves of the main character are fighting, but which half is it. I will say it is probably Black Rock Shooter herself, or at least what she is known in the rampage form.]
I was actually really happy to learn it got a release out here recently, I have to buy it, largely for this scene. |

That is correct. Technically speaking, spoiler[the cannon is part of Mato, so either Mato or IBRS would have been acceptable.]
