I know that it's by Inoue Takehiko but I can't seem to remember the title. It's about these guys in wheelchairs and they play basketball.

You could have either look into the Encyclopedia:Takehiko Inoue or just google "manga wheelchair basketball" and found the answer easily. Read the Reference thread for more searching tips.
