First thing I thought of was GTO when I saw the topic.
Even Urumi, one of the main characters that had a unique actress in Michelle Ruff, saw Michelle playing a ton of bit background characters like newscasters etc.
She is my favorite VA, so I pick her out every time despite her excellent range.

I remember the Transformers Cybertron anime having a few Cast members as well as Garry Chalk as Optimus Prime and David Kaye as Megatron.

Frankly, I felt that really was a disservice to GTO. The characters Lee and Ruff played in that dub all sounded pretty much the same. It made it seem really lazy. I always thought that, coupled with Blum's unusually mediocre performance through most of it, made it an iffy English dub.

Agreed. I'm a very pro-dub guy, and even I will admit it was rather poor. Honestly, the whole thing reaked of being rushed and super low budget. I would suspect the phoned in performances were related to low morale due to that.
Honestly, the manga is better anyway, but it is a shame GTO got burnt like that.

A more recent, extreme example is the Hunter x Hunter (2011) Tagalog dub! Four male and three female actors for the at least two hundred characters.

It's also sometimes "hidden" as far as credits go. There are some exceptions (like Shirobako), but usually when a Japanese voice actor voices more than one role in an episode, they'll only get the credit for the more important role. I'm pretty sure it is usually the case, as I've seen the kind of thing you mentioned with Saiki K. countless times. The exceptions where I can see extra minor roles for the same VA (not a major one which has a better, but not necessarily certain, chance of happening) in the same episode's credits are particularly rare.

If a voice actor has good enough range that it's hard to tell they're voiced by the same person, then why not?
As mentioned before, The Simpsons is a prime example. Harry Shearer voices both Mr. Burns and Smithers, which very few people can identify as the same actor without knowing in advance. Furthermore, Shearer can switch between Burns and Smithers seamlessly in one take and with no effort. That is, any conversations you hear between them in the show was one continuous take. (I heard Tabitha St. Germain can execute that too, but she's way more reclusive and shy than Shearer and there's no official confirmation of that.)
When you have someone who's that good, I'd say it's a waste NOT using their talents to their fullest by giving them multiple, vastly different roles.
