Wait, I'm confused. In the first paragraph, it says that the Prefectural Government dropped the plans, but in the last paragraph it says that the Governor will make a decision on if the plans will be withdrawn or not on the 25th.
Which is it? Did the PG drop the plans, or are they considering dropping the plans?

Assuming this isn't some mixup, it sounds like the people pushing for the plan have given up trying to get the governor's approval, but he's yet to formally make a decision on the application.

Ah yes, because clogged streets, idling cars, and extended commutes are preferable to a bridge.
