why did they make only 52 episodes of kekkaishi, if the story still goes on in the manga?

Assuming that is correct information, probably the budget was running low and the author might have felt that 52 episodes was a good stopping point.
Do you know a series named Dragon Quest: Dai No Daibokuen (Dragon Quest: Dai's big Adventure?) The anime stopped after 46 episodes, despite the fact the manga ended after 349 chapters.
To be honest, I am not sure why the anime for Dai ended as early as it did. There is always a chance that the budget ran dry or something else.
This also happened to Karin (Chibi Vampire) as well. The anime ended well before the manga. Though in CV case, I don't think it was due to a budget issue.

Maybe they caught up to the manga and didn't want to enter fillerville? Hunter X Hunter seemed to do something similar, although it had a few OVAs to continue on the manga story.

The manga sells well enough, and the anime apparently got great ratings, so they'll pull a Final Act at some point for Kekkaishi...
