Alright after finally finishing the series about 2 weeks ago I've had a question I've been meaning to get answered. Throughout the series the quality of the series was worse at times then on certain scenes is was really great. Can anyone tell me why there were little spurts of good quality in the series? Was it because there was lack of money?

Some scenes were done by hand, other were done on a computer. I believe the reasoning behind this is money. But rahter than not having enough, it is just a tactic to stretch out their budget as far as they can.
At least, I think so...

That seems logical. I'm pretty sure the main factor was money. The series was still very good.

Actually this was the trait of most animations of its time. Houshin Engi/Soul Hunter was one of them. Another example would be GTO. It could be budget, but it was more likely the company's plan to have a slow transition from hand-drawn cel anime to CG cel animation equipment and technology, which does take a lot of money and manpower to do.
